The City of Knoxville's Stormwater Engineering Division and Knox County's Engineering & Public Works Stormwater program jointly maintain floodplain maps and administer the Knox County Floodplain Program, including a flood damage prevention ordinance that applies inside mapped flood hazard areas. Because Knoxville's karst limestone terrain produces sinkholes and irregular underground drainage on top of standard stormwater concerns, parcel-specific flood status and drainage conditions should be checked with the city or county before foundation, grading, crawl space, or exterior work begins.
